EPA's own 1975-1977 Gas Mileage Guides list the fuel-injected Beetle at 22-23 city / 33-34 highway (26 combined), while period magazine testing and modern owner fuel logs cluster around 22-26 mpg in mixed real-world driving — so the honest range runs from 22 mpg (city/real-world) to 33 mpg (EPA highway on the optimistic unadjusted 1970s test cycle).

Across this span the Beetle ran a 1300 (50 hp, 1966), a 1500 (53 hp, 1967-69), and from 1970 the dual-port 1600 (57-60 hp gross); US cars gained Bosch L-Jetronic fuel injection for 1975-77. Weight and emissions equipment crept up through the period, which is why late-1960s cars and mid-1970s cars all land in roughly the same low-to-high-20s real-world band despite the bigger engines.

The primary-source anchor is the EPA Gas Mileage Guide itself: the 1975 guide lists the fuel-injected Beetle at 22 city / 33 highway; the 1976 guide lists 22/34 with 26 combined; and the 1977 guide (the Beetle's final US year) lists 23/33/26. Note the pre-1985 EPA test cycle was optimistic — the 33-34 highway figure is a lab number, not what owners typically saw.

Period testing backs the lower end: in Car and Driver's 1971 small-car comparison (retold at Curbside Classic/TTAC), the 1971 Super Beetle's economy was down to a disappointing 24 mpg — a roughly 25% drop from the old 40-hp car — and VW itself famously advertised 'an honest 25 mpg.' Modern crowd-sourced logs agree: Fuelly shows 22.4 mpg average across 29 logged 1968 Beetles and 22.2 mpg across 53 logged 1970 cars.
