Two period Car Life road tests anchor this range: a 1968 Ram Air 400 GTO measured 9.9 mpg on super-premium fuel, and an April 1970 comparison test measured 8 mpg for a 400 Ram Air versus 12 mpg for a 455 -- solid figures for the two mid-run cars actually tested, but not confirmed for the original 1964-67 389 cars or the final 1973-74 models.

The GTO ran three distinct generations across this span: the original A-body (1964-67, 389ci), the redesigned 1968-72 cars (400ci and 455ci), and the final Colonnade-style 1973-74 cars (400ci and 455ci, with declining compression and emissions tuning). No single period test covers the whole run, which is why this range is anchored to the two mid-run cars that were actually road-tested.

Car Life's 1968 test of a Ram Air 400 GTO (reprinted with scans by Curbside Classic) measured 9.9 mpg. A follow-up Car Life test in April 1970 compared a 400 Ram Air to a 455 and found the smaller 400 actually returned worse mileage (8 mpg) than the 455 (12 mpg) because it had to be revved harder to keep pace -- the test also noted California cars' reduced 19-gallon tank meant only about 152 miles of range at 8 mpg.

Wikipedia's Pontiac GTO article makes a broader claim of under-9 mpg for the smaller engine versus 10-11 mpg for the 455, but that sentence is itself flagged 'citation needed' on the page, so it is treated as corroborating context rather than an independent source. Modern Fuelly owner data for 1964 and 1966 GTOs clusters around 11.9-12.2 mpg, roughly consistent with the tested range.

1973-74 GTOs predate the EPA's fuel-economy testing, which began with MY1975 -- no period 'Gas Mileage Guide' or official figure exists for those final model years.
